Whether using a text or HTML editor, a developer will also need to use image manipulation software. Shareware products are available so this may require another $100 or so. If one already has Photoshop or Corel Draw, you may use these tools. Image manipulation features are built-in to good authoring tools so no further expense is incurred. You might need image mapping software.

If you need FTP software, there is excellent freeware and shareware for less than $100.

Don’t forget to factor in costs for training, books, scanning, that new digital camera, business web space, and your .COM or .CA domain name registration.
